no brake light on passagner side

no brake light not the bulb not the socket left blinker blinks really fast to is it a ground and where would the ground be bad

If the turn signals flash too fast, it's because it has a bulb out somewhere. If only one brake light is out, you need to test for power arriving to the socket.
