No bed brake lights when key turned on

When key is off brake lights work, but when I turn key to just before turning engine over brake lights do not work. The third brake light on cab works when key on or off. Also, the relay under the hood directly in front of driver on front of cab firewall buzzes when flashers are on, but then stops buzzing when I push on brake. And my windshield wipers only work when they want. I have replaced brake switch up under the dash. The e-brake light on dash flickers once in awhile too.
