1991 Nissan Truck Smog Test Failure

Earlier I had asked a question about my truck not passing smog test, I pulled the plugs, and they almost look brand new, however with the engine running, I went back by the tailpipe and I could smell gas, there is also black carbon all around the edge of the tailpipe, what do you think?

Its your "check engine" light on?
If its on, you have a bad sensor,
but if its "off" then you have to check your catalityc converter, when was the last time you replace it?
And how many miles has the truck?
