Is the forward cat converter supposed to have two machine made holes in it? If so, are they supposed to leak exhaust especially when tail pipe is covered up?

This is what I show for the front converter:
I don't see any. There should be a front and rear O2 sensors that would have machined holes, but the sensors would be in them.
There may be plugs that blew out, maybe post a pic?
There definitly should be no leakage.

Here is a pic the holes are towards the back part of the cat converter.

My best guess is those are for a heat shield attachment points that are bolted on.

Should it have a heat shield on the back of it? (The part between the engine and the cat converter)
