1992 Nissan Sentra odd brake light problem

I recently got pulled over for a brake light out, so I replaced the bulb thinking it was all good, even after a state inspection they replaced the bulb again then passed it. However I was told by people that my brake light was out, but when I looked it wasnt. What happens is when I turn my headlights on, my driver side brakelight doesnt work, but when they are off, it works?

Pull the bulb out and clean the contacts in the socket make sure there's no corrosion between the contacts.

2 cents to add here.

Check the grounding points at rear tailight as well, a bad ground would cause havoc to the circuit as well.
