I ran out of fuel and then the fuse for the fuel pump on the dash started to blow continuously and then the engine is not getting fuel and will not run does this mean that the fuel pump is hooped or that the filter is plugged? If it is the fuel pump where is it located? Thanks in advance.

Running out of gas is a surefire way to kill a pump, chances are your fuel pump is shorting out causing the fuse to blow. In other words you should replace the pump, it is located in the fuel tank, tank should be dropped to get to it.
