It could be a couple things. The float could be sticking, you could have a wire grounding, especially with an older vehicle. On the first you would have to pull the mechanism out of the tank. On the second, they have an electrical tester that you could hook up to the sending unit side and on the gauge side which should tell you if you have a break, ground, etc.
