1997 Other Nissan Models fuel injectors?

Every now and again when the outside temp is below 20 degrees, there is an overwhelming smell of gas in the car. Around this time my mpg drops from 20 down to 8. Also my car doesn't like to start when the temp is between 35-50 but starts just fine at -5. I've had a major tune-up. Nissan service center said it may be a bad fuel injector or 2, & the only way to find out is to take each one out and test individually. Approx cost $1,000.
Any ideas or comments?

You can try measuring the resistance across each injector when it is that cold out to see if any of them are out of range. Could be sticking due to temp. That would explain the rich mixture (gas smell) and poor mileage
