1991 Other Nissan Models engine not catching

I have a 1991 nissan stanza and the engine will turn over but will not catch unless I spray starting fluid in the intake. I can hear the fuel pump turn on so I dont think its the pump I just got a new filter so now I am at a loss as to what it could be. I know the engine is firing due to the starting fluid its got to be in the fuel system I would think please help

Check the fuel pressure it might be coming On -but is it the correct fuel pressure? And also injection pulses-no pulses the injector/s will not open-no fuel being delivered
