1998 Nissan Frontier cooling

I sawthat my fan belt turns but the fan does not turn, and hot all the way to the h on the showing is that due to a bad fan clutch im not sure

If the belt is turning the fan pulley, but the fan isnt turning then it would be a defective fan clutch. You have diagnosed it correctly.
