Water/coolant Temperature

The water temperature gauge of my 2001 Nissan Altima never goes beyond slightly above the zero point when the engine is hot and even when I do hard driving or in long traffic jams in the city. My radiator fans also are always on as soon as I switch on the engine. The fans go off when I switch off only to come on almost immediately for about a minute.
What could be the problem? Is it the Coolant temp. Sensor?

You need to measure the coolant temperature sensor's resistances hot and cold observe the chart for temperature reading out of range replace it. reading okay check whether you have power to the connector then go from there,

Or could be another temperature switch involved particularly the for the gauge.
