1999 Nissan Altima Brakes and rust on front wheel

I needed a brake job but my breaks gave out on me before I got a chance to get to my mechanic. There is a signicant amount of rust on my front hupcap. I know that prior to this occuring I heard a scrapping sound when I pressed the brake. What may this rust indicate?

If you heard a grinding, it is metal shavings from the rotor and steel backing plate of the pad grinding together, expect to replace calipers and rotors!
