1997 Nissan Altima blowing the meter fuse

My meter fuse keeps blowing. When it does the instrument panel quits working and the alternator does not charge the battery. I thought that the Alternator might have had a short in it so I replaced it and it did not help. What might be causing this?

You may have a problem with the circuit board on the back of the instrument cluster. This will be rather tricky to track down, the best thing to try is to get hold of a cluster and plug it in, if the fuse is ok, problem solved if it blows, the problem is in the loom.
