How tight should the crankshaft pulley bolt go on?

Torque it to 134-141 ft lbs

I was only able to tighten the crank bolt to 90 ft. lbs. because the whole crankshaft would start turning. Is there a way to lock the crankshaft to keep it from spinning and be able to tighten the crank bolt to 134-141 ft. lbs.?

By blocking the flexplate thru the inspection plate
