New ignition key assembly, will not turn to start/run position

Replaced key assembly (lost keys). It won't turn to start/run position. Why?
(only turns to ACC and Off position)

When you installed the new assembly, was the key in the same position as when you removed the old one? When removing the old lock assembly you should have had the key in the ACC position. When installing the new one, it too should have been in ACC.
