Radiator fan is so loud even in a cold weather and stop

I am wandering if it is normal having a loud noise on you radiator fan even in a cold weather and the car is stop? It just happened that is making a very loud noise every 1 minute of running.

Its under Mits. What model/year- I'll take a wild shot on it.

Electric fan could be the blades hitting the shroud

Fan clutch-could be itself or water pump bearing problem.
