Instrument lights

I have a 1999 Eclipse RS. I am faced with yet another electrical problem. Instrument panel lights went out. No fuses are out. Is there a relay that controls this that I might replace? If it is the bulb is it a single bulb for the entire cluster (speedometer and tach)? If I need to replace the bulb do I get access to it from behind or in front of the instruments?

Be sure it is getting power out of the headlight and dimmer first

Do not drive this car much at night. Did last night and discovered it is not just the instument lights for the speedometer and tach that are out but lights for the entire dash are out. Lights in the heater air conditioner area are out too. Cannot find a fuse out. Can this be a relay or fuseable link that causes this? If so where do I start looking for that?
