Around 45 mph is overdrive speed for engagement. The lower your driving speed, the more sluggish it will be. If all gears 1-2-3 have more power, the possible problem can be the electronic overdrive lock-up converter. A.K.A your torgue converter may be slipping. Try changing the trans fluid and filter with addition to a trans conditioner. It may help.
