Austin Mini low engine power

Hi there lhave a Austin mini, Jet Black, 1998,67757miles, It will not drive above 20 miles per hour l was wondering what would be causing this?Thanks for your help.

Hate to answer a question with a question but.
Does the engine idle and rev properly? Is the parking brake stuck on? Are their any odd noises, sights, smells, vibrations associated with the car?

What maintenence has been done? Air filter, fuel filter, plugs, wires, etc?

This I assume is the fuel injected model as you say your car is a 1998 model. There may a problem in the ECU does this car have a air flow/air mas meter? Do you have someone local with some diagnostic equipment who could maybe narrow things down for you?
