Is the fueld pump located under the fuel tank and is this a job I can do? I have done oil changes, brake jobs, complete tune ups etc.

I have been having trouble with it starting. I changed the fuel filter and it started for a week or so. Filter was full of muck. I can start the car with starter fluid spray but it wont stay started for long. I can keep it running as long as I spray the starter fluid in it. Was tlold by a mechanic that its the fuel pump.
