2001 Mercury Sable Whistling and no power

I have a mercury sable and until very recently it was running mint. It has the DOHC so its quite peppy and has no problems taking off. Recently though I have been hearing a whistle coming from the motor at high RPMs. When accelerating the noise is only present at low speeds, after 40MPH poof the sound is gone. I assumed the belt so I had them replaced along with the tension-er. This didn't do anything about the noise. I have been driving it like this and just yesterday I started to see performance issues on acceleration. I can lay on the gas but the car whistles and hardly accelerates. After shifting out of first and second gear the I checked the transmission fluid and even smelt it, it does not smell burnt. Any ideas about the whistle.

I would start checking all the vacuum lines for leaks. Hearing a whistle at low speed and idle then nothing on acceleration makes me believe a leak. Because there is less vacuum off idle. With the performance issue I would check the catalytic convertor. Make sure its not partially clogged or coming apart. Any check engine lights on?
