1999 Mercury Sable How to clean Lenses over Headlights

Is there a way to remove the clear plastic cover/lenses over the headlights so that they can be cleaned? All I have found so far is the procedure to remove the whole headlight assembly. The Headlight cover/lenses are not clear and is not allowing the headlights to shine properly.

I'm sorry. I guess I wasn't real clear about my question.
I was wanting to know how to remove the Headlight cover/lenses to clean the inside of them. It seems they have gotten dirty or stained on the inside.

REMOVAL

1.Position headlamp switch and headlamp time delay switch in the OFF position. WARNING: THE REPLACEABLE HALOGEN HEADLAMP BULB CONTAINS GAS UNDER PRESSURE. THE HALOGEN HEADLAMP BULB MAY SHATTER IF THE GLASS ENVELOPE IS SCRATCHED OR THE HALOGEN HEADLAMP BULB IS DROPPED. HANDLE HALOGEN HEADLAMP BULB CAREFULLY. GRASP HALOGEN HEADLAMP BULB ONLY BY ITS PLASTIC BASE. AVOID TOUCHING GLASS ENVELOPE. KEEP HALOGEN HEADLAMP BULB OUT OF REACH OF CHILDREN.
2.Remove three bolts retaining headlamp assembly to upper support assembly and loosen pinch bolt. Remove headlamp assembly from vehicle.
3.Remove headlamp bulb and socket from headlamp assembly.
INSTALLATION

1.Follow removal procedure in reverse order.
2.Push headlamp assembly firmly rearward, seating against upper radiator support assembly while tightening retaining bolts to 6-9 Nm (54-79 lb-in) .
3.Aim headlamp.
