1999 Mercury Sable, 94000 miles, V6 SOHC

I have already replaced power steering pump 4 times and rack once with rebuilt ones. I currently installed a used OEM pump and still have the same problem. Everytime I fill up reservior and bleed system while car running all is well but as soon as I turn off engine the fluid expels via the reservior cap under pressure and when I start engine again the pressurized fluid stops seeping out of the cap. I am dumbfounded with this problem because it is a simple system. What the heck is the metal bell on the pressure line and what does it do?

That my friend is a baffle, or muffler, quiets down the noise, thats all! Try dissconnecting all lines, especially the return, sounds to me like a blockage. Blow the lines out with compressed air. Cover the ends to catch the fluid!
