1999 Mercury Mountaineer Emergency Brake

I cannot get my emergency brake to work. We have adjusted everything it seems to be tight. When I go throough inspection and told to engage my emergency brake, place foot on brakes now take car out of gear and give it some gas. The truck moves forward like it was in drive only without a brake. Brake pads have been replaced. It is not working for me. I cannot get my SUV to pass Tennessee vehicle inspection.

Make sure the cables are not rusted or frozen. If they are, the brake will not work. You can lift the car, remove the brake drum and have a helper slowly push the e-brake on (not too fast) to see if the shoes are opening.
