2001 Mercury Marquis E Brake Me now and later

2001 Mercury Marquis Two Wheel Drive Automatic 130,00 miles

When I put on the E-brake the right rear wheel stays locked even when the Ebrake is fully released. The pads are clearly engaged at least partially.

Why does just one wheel stay locked? Remedy? How does the Ebrake work here?

There is a seperate brake cable that attaches on each wheel. Chances are the one that is sticking is rusted or corroded. THis is a common issue on all cars. That one cable is the cheapest of all brake cables and isn't hard to replace.
