1998 Mercury Marquis brake lights fuse?

I have a brake problem, the brake lights do not brighten when I brake, but the lights work, when I turn on the lights. What fuse/s could be causing the problem?

Break lights and running lights are different items
check fuse no 1 in the fuse box (driver side by left knee) check fuse No1 lower right corner.
