1989 Mercury Marquis brake lights

When applying the brakes. The brake lights do not come on unless you press hard enough to cause the tires to lock up.

Hi
Check the brake light switch located under the dash mounted on the brake pedal assembly, look for bad connections first, if that turns up nothing, either the switch is way out of adjustment or needs to be replaced.
