Is it best to clean egr valve before trying to replace it

Not really, even if cleaning it does help it is only a temporary solution. The carbon build-up in it that you can't clean will eventually cause it to completely fail anyways. Don't forget to clean carbon build-up off of any passageway to the EGR valve.
