Engine wont turn over

I have a 1992 Mercury Capri with about 140k miles on it. I believe it is a 1.6L engine.

I left the headlights on overnight, and obviously the car wouldn't start afterward. We tried to jump start it, but it would still not turn over, not even make a sound, though the headlights still turned on. I put a new battery in it, but it still won't turn over, and the headlights still turn on. I can't hear or see anything moving when I turn the key. Could this be the starter motor? It was starting up perfectly fine before this happened. Any help, advice or even some possible explanations would be greatly appreciated.

Check ignition module and then starter.

Check the fuses, if they are ok, have someone crank the key while another person taps the starter with a hammer and see if it will crank over. If it doesnt, check for voltage at the starter.
