1994 Mercury Capri Severe shudder in steering wheel

This is noticeable below 30 mph. It's bad (arm shaking) at 40 to 60 and noticeable at 75. Tires have been balanced. Alignment done. Right CV boot is torn and joint is dry. No clicking on turns. I've owned 2 of these cars and the norm is smooth driving at any speed. Can CV cause this? Other things? Runs great otherwise. Could you recommend a repair shop in Kansas City or Topeka area for imports? Thanks!

Does it do it with the brake on?

Also yes the cv boot should be well oiled and should replace it before you do any lasting damage, I dont know if it would cause severe vibrations but it would cause some.

Nothing felt when braking. I plan to replace the CV shaft. Had the front end checked at Sears Auto and they said everything "felt tight". I've heard things like worn motor mounts, steering rack, ball joints. I didn't realize so many things could cause this. Thanks!
