How do i tell if my timing belt is bad. The car wont start but has fuel and spark. Would this be the timing belt

Open up the distributor cap set it aside-crank engine over do you see the rotor turning if not the belt is gone or the distributor drive/gear sheared off-

I have pulled the valve covers and distributor cap. The chain is not broken and the distributor turns fine. All ther valves seem to be working properly, thanks, Clayton.
