1987 Other Mercedes Benz Models climate control

Climate control will not blow through panel vents or defroster. Blows great on floor. Where do I start?

Look under the hood for broken vacuum lines. Will be a small hard line that comes through firewall to supply control head with vacuum.If that is ok, then it is probably the control head
