1989 Mazda Truck Fast Idle CAM won't disengage

This trusk starts great and runs great but the fast Idle cam won't disengage unless I move it by hand. Then as soon as I push the accelerator, the fast idle cam engages and won't disengage. Idle is very high cold or hot. Any suggestions?

So this would be a carb model? If so, remove the rivets or loosen the screws holding the choke thermostat, adjust, or at this point, more likely you'll need to replace the bi-metalic spring under the platic cover. And readjust choke! Also if it has a pull off test it, it may not be functional.
