2002 Protege 104000km - Car cranks but often will not start, was told it was fuel pump. I have had it replace twice now and mechanics still don't know what the prob is. Strange thing is that is seems to start better in cold weather?

Duplicate the problem-when it refuses to start one of this is missing Spark and Fuel. Have the mechanic look into it.

What I have had done so far is an emissions service, fuel pump replaced and fuel pressure regulator replaced and none has helped.

That sounds like a coil going out. When it's cold, the windings will be a little closer together, but after it warms up, they can spread farther apart. Does the car run roughly after it gets hot?
