2004 Other Mazda Models MY Mazda 3 WONT START

2004 Other Mazda Models 4 cyl Two Wheel Drive Automatic 70k miles

what could possibly be the problem? My mazda 3 won't start. The radio, lights, a/c, and such turn on, however, when I turn the ignition switch, there is a clicking sound and all the dash lights rotate spastically. Any ideas as to what I should have checked? I would like to know some possibilities before I call a tow to take it to a repair shop.
