Windshield wipers do not work

All of a sudden my wipers stopped working and there is a knocking noise as the wipers try to move on the windshield but cannot.

The regulator that controls the wiping action has failed and will need to be replaced. Contact your local mechanic or dealer and advise them of your needs.

Four cylinder two wheel drive automatic 265,000 miles

It was snowing when I left the house to work. I only scrape snow in my front and rear windshield and left the snow on the roof of my car. But eventually as I drive the snow on the roof was slowly falling in front car and built up until I heard a click from my wiper and it suddenly stop. I tried to removed all the snow in front but the wiper does not work anymore.

What should be the problem? Does it need a major repair or I can fix it by myself without calling a mechanic?
