Low to no oil pressure

My oil pressure reads 40 lb. Most of the time, when I drive it the oil pressure drops to 0 lb. Il stop the engine and start back up again and it reads 40lb. My question is, DO OIL PUMPS TURN ON AND OFF. I DID REPLACE MY OIL FILTER and the pressure was better then ever.10min later it droped to 40lb and then back to 0lb. PLEASE HELP

Before you get all socked about a motor going bad, check this with a manual pressure gauge it could just be the sending unit or an electrical problem. Oil pumps have a relief valve in them to maintain certain pressure with a good engine. Also I only recommend napa, Purolator, Bosch, or Wix filters.
