Loses power on acceleration

When I accelerate the engine seems fine until I get to about 2500 rpm, in all gears, and at that time it also has a whistling noise coming from somewhere around the turbo area, I think. Heavy accelerating only makes it worse, like it wants to bog down. Also, the fuel economy has halved. Has a top speed of only seventy mph, now, when it used to do one hundred mph. Forgot to mention it is a diesel engine.

Whistling noise when turbo boost is present is usually due to pressure leakage. Check the turbo hoses for leakages. Usually if there are any leakages, there would be presence of oil. Check the turbo hoses connections, some clamps could be loosened resulting in pressure leak and re-tightening them would work. Any pressure leak would result in poor performance from the engine.
If no boost pressure leakages are found, that would be bad news, the turbo unit could be bad, probably the waste gate is leaking, and this would result in insufficient boost pressure. Testing the boost pressure would help determine this.
