2006 Lincoln Town Car Left low beam inop

I put a new bulb in and thought it was bad so I tested it with a 12 volt power source and it worked. I also tested the old bulb with an external power source and it worked also. I checked all the fuses visually one by one ( under the left side of the dash) I have no owners manual so I dont know if there is another fusebox. Any Ideas?
