2003 Lincoln Town Car

I just had the front bumper panel replace. This evening I found out that none of the left front lights are working (left turn signal, left turning light, left parking light, and left high & low head lights). Could the electrical harness that feed these light be disconnected? If so I need to take the car back to the body shop. If not I need to take the car to a dealer.

You don't need to go to the dealer, period. Plenty of qualified independent shops. A shop is only as good as it's techs/employees.

I would take it back to the body shop in this case as the harness is probably damaged or disabled in some way. Tell them the problem and ask if they would recheck their work.
