1997 Lincoln Town Car Windshied wiper problem

The wipers do not move when activated by twisting the knob on turn signal stalk. They do wipe when the washer button is pushed and they return to rest after several wipes. Is this a motor problem, a switch problem, or something else?

To install the wiper switch do I have to remove the steering wheel? I can get the whole turn sig/wiper stalk as a unit. Is that wise choice or can you repair the switch? Must you remove the steering wheel to replace switch:D :D
