1997 Lincoln Mark VIII Car pulls right during heavy braking

Brakes problem
1997 Lincoln Mark VIII V8 Two Wheel Drive Automatic

Items replaced front calipers, rotors and pads (3 times). Both front brake hoses
Ball joints. Tie rods. Car still pulls right. During a recent test stop under heavy braking on a slightly wet pavement. The right front brake "locked-up", causing a tire squeal, but seemed to brake straight ahead.
All the above completed by competent capable mechanics.
What shall be checked and or tested next?

I've encountered many like this. Try this: Drive the car fairly fast backwards and hit the brakes hard. Does it pull the other way? If so, replace the lower control arm "assembly"(not just bushings). The first one threw me for a loop also!
