Does or should mileage decrease when driving with the heat on?

No, milage (gas) should not decrease when heater is on. Typicallly the heater is just using hot water from the engine to create heat in the passenger area. Ther eis some use of electrical energy consumed with the heater fan but not a measurable quantity that would show gas mileage reduction.
