1998 Lincoln Continental Brake Lights & Cruise Control

Electrical problem
1998 Lincoln Continental 98,000 miles

What is the control box under the rear window deck? Do you have a diagram of it? We can not get the Brake lights to work. Put new bulbs in, checked fuses, etc. The center rear light in the back window works but the brake lights don't. I am not getting any message indicating that they don't work. Same with the cruise control. Says it works fine. Help, can't drive without brake lights, do'nt want a ticket!
