Lights all come on, will not crank or click or anything

Checked battery and cables, checked starter and replaced the ignition switch. Still nothing. A week ago was first time it would not start. Turned key off to on three or four times fast and it started. Then it got impounded and held by tow yard for a week. Got it out, would not start. Tow strapped it home. Still will not crank or turn or click or anything.

You mean the starter is not cranking to start the engine. This could be due to a bad starter relay, a faulty transmission range position switch or security system.

I would suggest starting with shifting the transmission gear shift lever to N and test if the starter can be cranked. Next to test would be the starter relay. Try swapping with the headlight relays.
