I have a Lexus RX300 and it smokes on startup. My mechanic changed the valve stem seals and inspected the valve guides and they were ok. What is causing the smoking.

Ok this is a sign that you are getting oil into one or more cylinders. This is caused by one or more of the following. Valve guide seals, warn valve guides, or bad piston rings.
I would pull the plugs and see if any of them have signs of oil on them. Then I would do a compression test one dry and one wet. Now a wet test is done after the dry test and what you do is put a little oil in the cylinder (it can be marvel mystery, or motor oil) and see how much the compression picks up with the wet test this will tell you how good the rings are. Let me know what you find here.
