Tires are scolloping alignment is good

Tires are feathering but alignment is good. Shop says I need new struts all around. Car makes noise going over a bump. Car doesn't bounce. Ride feels fine. A little rough ride at high speeds because of the tire wear. Car is balanced, rotated, and aligned every 5 to 6000 miles.

If you mean scolloping(bumps) wearing into the tires, then you need struts and maybe the mounts as well if there is noise, if you mean Feathering with no bumps, rotation is the answer. Struts are recommended at 50,000 mile interval. Once the scolloping occurs the tires must be replaced! New struts wont repair this damage, but new tires will wear this way with bad struts! Struts and shocks are used to stop coil spring oscillation, if bad this does not happen, and the tire actually bounces as you drive, this is how the scolloping occurs.
