1993 Lexus ES 300 Hood Issue

Okay so this is a non-pressing issue, just an annoyance. The hood on my car, though latches fine and I have no fear of it breaking free, lifts up on the driver side while driving at speeds higher than 35 or 40 miles per hour. Also, the hood is suppose to be held up by hydraulics, but those are bad so the hood falls if not propped open. Could the lifting of the hood be caused by worn out hydraulics?

It may be letting the hood lift up a little on one side if the shock is bad. There are rubber bumpers on top of the core support on both sides that the hood is supposed to be held down against. Sometimes they break or get screwed down out of adjustment, when this happens the hood isnt held against anything on the sides and it will allow it to flex around
