1998 Kia Sportage Starting

My 98 kia sportage starter began to turn very weakly at first but after a second would turn fast enough to start. Then I stopped to check the mail at my apartment and it wouldnt do anythig but click inside the dashboard when I tried to start it. I have had the starter tested and changed the solenoid, also had the battery charged and tested. The starter seems to get really hot when the battery is hooked up. I recently had my tag light wire short and melt all the from the light to the fuse box, I dont know if that would have something to do with it. Any help would be very much appreciated. Thank you

So still not starting? What if you jump it? Maybe faulty ground cable check to make sure battery connections clean and tight. You say starter gets hot when battery hook up even with out trying to start?

Still not starting. No luck jumping it, battery terminals look clean and I made sure they were thight. Yes the starter gets hot even without trying to start it, even with no key in the ignition, I have to disconnect the battery after everytime I try and work on it to keep it from getting too hot.

Check the blue wire on the starter solenoid key off is there voltage present?
