After having an inner tie rod installed, when driving over a bump it jerks the steering wheel?

Had an unlicensed mechanic put in an inner tie rod end and when you hit a bump on the road it jerks the steering wheel. Does it mean the alignment is off?

Yep, it sounds like it, are there any noises while driving or steering? Here is the correct way to install the inner tie rod end in the images below. Also did the car act this way before the repair? Check out the images (below). Let us know what happens and please upload pictures or videos of the problem. It says you need to remove the rack from the car. Did the mechanic do that?
